SUMMARY:Federal Land Management Agencies - Thermoplastic Technology- Bridge Applications
DESCRIPTION:Thermoplastic composite technology was first utilized in the production of railroad crossties and over the past decade applications have expanded use to highway bridges. The recycled material has a much longer life span than a traditional wooden bridge\, and it also offers positive features for elements encountered in extreme and variable climates. For these reasons the technology has been pursued by Federal Lands Management Agencies (FLMA) including the United States Forest Service (USFS) and United State Fish and Wildlife Service (USFWS).\nDuring this webinar the USFS and USFWS will present their experience with thermoplastic technology in bridge construction; highlighting their lessons learned and beneficial properties relative to FLMA bridge maintenance\, including: \n * Highly resistant to cracking and warping;\n * fire resistant;\n * resistant to most acids\, salts\, wood-boring insects\, rot and won’t rust;\n * virtually impervious to water;\n * and maintains structural integrity in humid and wet environments. \nUSFWS Project Manager- “The thermoplastic materials are the environmentally right fit to provide a great bridge with long-term sustainable green technology for the Service.” \nFor questions\, contact Morgan Malley or Andrea Kirk\, Program Managers with FHWA’s Local Aid Support at Morgan.Malley@dot.gov mailto:morgan.malley@dot.gov or Andrea.Kirk@dot.gov mailto:Andrea.Kirk@dot.gov . \nNo registration required. SUMMARY:Cycling for Sustainable Cities - Webinar (APA VA)
DESCRIPTION:Cycling for Sustainable Cities\nCycling is a sustainable means of urban travel. It has the potential to serve many short- and medium-distance trips—for commuting to and from work and school\, shopping\, and visiting friends—as well as providing recreation and exercise. Cycling promotes physical\, social\, and mental health\, helps reduce car use\, enhances mobility and independence\, and is economical for both public and personal budgets. This presentation explores how to make city cycling safe\, practical\, and convenient for a broad spectrum of ages\, genders\, and abilities. Buehler and Pucher discuss the latest cycling trends and policies around the world and consider specific aspects of cycling. Based on data from 2019-2020 from cities around the world\, they also review the impacts of COVID-19 on cycling levels and government policies to promote cycling. Taken together\, the presentation demonstrates that successful promotion of cycling depends on a coordinated package of mutually supportive infrastructure\, programs\, and policies. Cycling should be made feasible for as many people as possible and not limited to especially fit\, daring\, well-trained cyclists riding expensive bicycles. The talk is based on their recent co-edited book Cycling for Sustainable Cities (MIT Press). \nRegister now https://us02web.zoom.us/webinar/register/WN_kXCdeQVPRqOKzLZazbRJUg

SUMMARY:Fundamentals of Infrastructure & Transportation Asset Management Part 1
DESCRIPTION:The Fundamentals of Infrastructure & Transportation Asset Management Part 1 (FAM) course will cover the Infrastructure & Transportation Asset Management journey over the last 20 years and what we now see as the current and future trajectory of developing a sustainable and scalable asset management program\, and provide students with enough information to develop an asset management program from scratch or allow them to build upon an existing program. The course will be taught by experts from consulting as well as academia\, giving students both theory-based research and development outcomes\, and use cases and best practices that are based on real world examples.\nThe course is designed for the agency-level asset manager\, maintenance manager and engineering consultants\, and will provide all participants with a solid base of understanding of the various elements and stages of building a modern and forward-looking asset management program. \n* This 2-day course kicks off the Infrastructure Asset Management Academy For Engineers and Planners (IAMA) program. For a limited time\, this first course is being offered for free\, and after taking this class students are encouraged to complete the entire IAMA program. Learn more about the academy here. https://cait.rutgers.edu/iama/ \nDay 1: \nDay 1 will take a brief look back at TAM’s origins and will highlight a few key milestones and events that occurred along the way that helped to shape and define TAM into what it has become today and discuss the role that these – and other – events have played in influencing the future TAM trajectory. The background information provided will present the participants with a broad and useful perspective of how asset management has evolved over the previous two decades and will also establish a solid base of understanding that the attendees can leverage as they take the next steps on their TAM journey. \nDay 2: \nDay 2 will focus on several activities that are generally associated with the implementation of a TAM program. These fundamental components are not intended to be a comprehensive account of all TAM business functions\, but rather represent a more simplistic (and realistic) view of important elements of a TAM program that when implemented properly can serve as the foundation and framework for building a sustainable and scalable TAM program. \nAbout Infrastructure Asset Management Academy: \nIAMA https://cait.rutgers.edu/iama/ is a 6-course program taught by experts at CAIT and our industry partners that is designed to provide students with the knowledge\, tools\, and experience needed to make more informed decisions that can help extend the service life\, account for resiliency\, and minimize the risk of their assets\, and to take the next step in their careers. Courses will conveniently be offered virtually\, eliminating the cost and time demands of travel. Students in the program must complete 3 core classes plus 1 supplementary class in order to graduate from the academy and receive a professional development certificate from Rutgers CAIT\, PDH credits\, and a deeper understanding of asset management practices and how to apply them to their organization’s needs. \nRegister Now https://cvent.me/Eg9d99

The responses from other organizations reviewing the proposed changes such as NACTO https://nacto.org/program/modernizing-federal-standards/ have been much more adamant regarding the call to substantially reframe the MUTCD to create a safe and sustainability-first document. What does this mean to you? How might this effort lead to changes of subsequent changes to (12th Edition) MUTCD? Join our panel in exploring what a revamped version of the MUTCD could be.\nHost: Ryan Zellers https://www.linkedin.com/in/ryan-zellers-02002770/ \, Department Manager – Traffic Engineering\, Michael Baker International\, Western District Advertising Manager \nPanel:\nRandy McCourt https://www.linkedin.com/in/randymccourt/ \, ITE International Past President (moderator)\nPeter Koonce https://www.linkedin.com/in/pkoonce1180/ \, Engineering Manager of the Traffic Signals\, Street Lighting\, Intelligent Transportation Systems\, & Electrical Maintenance Division at the City of Portland\nDongho Chang https://www.linkedin.com/in/donghochang/ \, Washington State DOT Traffic Engineer\nJen Malzer https://www.linkedin.com/in/jen-malzer-p-eng-msc-0007a33a/ \, Engineer in the Liveable Streets Division at The City of Calgary\, Canadian District International Director \nInstructions to complete the PDH process: \nVisit http://www.pathlms.com/ite/courses/36804 https://www.pathlms.com/ite/courses/36804 www.pathlms.com/ite/courses/36804 to submit your PDHs. SUMMARY:Fall Technical Webinar Series – What You Knew is Changing: CMS\, DMS\, VMS and Automated Vehicles – Updates to standards (NEMA\, MUTCD\, NTCIP) and refresh/flicker issues with LEDs
DESCRIPTION:Most people look at dynamic message signs or traffic signals and think they are on all the time. However\, automated vehicles cameras take images so fast that they catch LEDs in the refreshing state leaving a dark image or distorted image. To address this\, finding the right balance in specifications for both the LED used in DMS and highway traffic signals and the camera speeds has the attention of IEEE\, NEMA\, ATSSA\, NCUTCD and AASHTO. At the same time\, updates to NEMA TS-4 (which guides DMS) are underway looking and consolidation and unification of definitions for changeable message signs\, dynamic message signs\, variable message signs\, hybrid signs and blank-out signs. All of this has emerged in 2011 and is leading to new guidance for designers and well as system planners in terms of specifications and jargon for the industry. Join the co-chairs of the National Committee on Uniform Traffic Control Devices Connected and Automated Vehicle Joint Task Force Signs Working Group for a discussion on how this affects not only DMS but traffic control signal displays\, vehicle turn signals and any LED application.\nHost: Ryan Zellers https://www.linkedin.com/in/ryan-zellers-02002770/ \, Department Manager – Traffic Engineering\, Michael Baker International\, Western District Advertising Manager \nPanel:\nRandy McCourt https://www.linkedin.com/in/randymccourt/ \, ITE International Past President\, Co-Chair of the NCUTCD Signs working group\, Connected-Automated Vehicles Joint Task Force (moderator)\nRoxane Mukai https://www.linkedin.com/in/roxane-mukai-903089121/ \, Co-Chair of the NCUTCD Signs working group\, Connected-Automated Vehicles Joint Task Force \nInstructions to complete the PDH process: \nVisit http://www.pathlms.com/ite/courses/36803 https://www.pathlms.com/ite/courses/36803 www.pathlms.com/ite/courses/36803 to submit your PDHs. SUMMARY:Value Capture Strategies: Making the Business and Economic Case —A Primer
DESCRIPTION:Value Capture Strategies: Making the Business and Economic Case —A PrimerWednesday\, October 6\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nREGISTER HERE https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303246987&_charset_=utf-8\nThe Value Capture Business Case describes how governments set the policy\, goals\, objectives\, and key performance indicators that form the basis of the policy case for a project. These are linked to the business case for a value capture technique through the allocation of costs and risks. This chapter explains how policy makers at the State and local level can achieve alignment of their policy objectives with the business and financial case for value capture techniques. It also discusses how this process can be enhanced through involving stakeholders in the planning process. Making the business and economic case for value capture to generate new funding for transportation infrastructure projects and programs is ultimately about establishing a clear and direct nexus between the transportation projects and real estate developments that emerge or benefit from transportation project investments. To maximize VC monetization potential\, an effective VC strategy is to start early during project planning and public involvement phases and well in advance of right-of-way acquisition and project procurement. Making the VC business case is also about developing a strategy to strengthen and preserve the VC negotiating leverage with developers early in the planning stage FHWA will roll out the Value Capture Strategies: Making the Business and Economic Case —A Primer designed to demonstrate how local and regional agencies tasked with providing infrastructure can make the business and economic (B/E) case for using one or more VC techniques to address increasing funding challenges. The objective is to build capacity of understanding Value Capture Strategies\, for consideration and implementation of revenue options\, and value capture tools as part of a mix of funding and financing strategies in long-range plans. The webinar features experts discussing best practices and reviewing case studies for building the case for value capture. Registration is free but is limited\, register now to reserve your space!

SUMMARY:Value Capture Strategies: Risk Assessment – The Primer
DESCRIPTION:Value Capture Strategies: Risk Assessment – The PrimerWednesday\, September 15\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nREGISTER HERE https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303246898&_charset_=utf-8\nValue capture is a set of powerful funding tools that is gaining in popularity to supplement traditional funding sources. Transportation systems are essential in enhancing the productivity and quality of life in the United States. Funding for streets\, highways\, and transit is provided by the joint efforts of federal\, state\, and local governments; taxation and user fees are the primary revenue sources\, along with supplemental methods including loans\, bonds\, public-private partnerships\, and concessions. All of the Value Capture strategies involved some degree of financial risks that they rely on large enough increment property value being create to provide adequate revenue. Thus\, policies that rely on up-front payments from developers for the provision of new infrastructure generally tend to transfer risk to developers. This might include policies related to development impact fees\, negotiated exactions\, and certain types of special assessment districts. The charges are borne as costs by developers\, who must then rely on sufficient demand for new development to recover the associated costs. If population growth\, economic growth\, or other factors that affect the demand for housing or commercial development fall short of expectations\, the developer will be unable to recover the costs of infrastructure provision and will likely incur a financial loss. FHWA has recently developed a Value Capture Risk Assessment Primer designed to provide risks information to transportation agencies that have implemented or are considering the implement of Value Capture strategies. In pursuing these tools\, public agencies should plan for anticipate risks when planning (project delays\, project scope changes\, economic downturns\, higher than expected costs) but may need to provide additional guarantees to further attract investors and be flexible with the project timeline. Feature experts share their experiences in assessing risks in their Value Capture program. Come to the Value Capture Virtual Peer Exchanges on September 15\,2021 at 1:00PM-3:00PM ET to learn from peer experts on opportunities and challenges of implementing Value Capture Risk Assessment techniques. SUMMARY:Value Capture Strategies: Special Assessment Districts – The Primer
DESCRIPTION:Value Capture Strategies: Special Assessment Districts – The PrimerWednesday\, August 25\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nREGISTER HERE https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303246898&_charset_=utf-8\nAs the Federal funding for surface transportation has declined or is diminished\, our infrastructure assets have reached the end of their useful lives. Adding to complexity is the state and local pressure to fund emerging needs such as “Smart City” initiatives to leverage new technologies and the complete street initiative to ensure safety to all mobility modes (walk\, bike\, scooter\, street car\, automobile\, etc.). The need for transportation improvements has far outpaced the available funding sources. Think about the Value Capture Special Assessment Technique!! Special Assessments can serve as gap funding for public road improvement projects. The technique can also be used to leverage federal and state grants\, attract private capital\, provide access to federal low interest rate loans\, and can seed funding to get the project off the ground. One of the powerful Value Capture techniques is a special assessment district and every state offers at least one type of Special Assessment funding & financing to its communities. It is a proven\, effective technique for funding improvements that directly benefits property owners and enhances property values in the special assessment district. Local jurisdictions may create special assessment districts around transportation infrastructure to share the cost from beneficiaries. They can be new fees or assessment on property owners within those areas to share transportation infrastructure investment. The assessment can be based on property value\, or sales\, special business fees\, or other measures of value\, and can last for a fixed duration of time. SADs generate revenue from both existing and future developments.\nFHWA has recently developed a Value Capture strategies: Special Assessment District (SAD) Primer – The Primer designed to provide information to state and local transportation agencies that have used or are considering the use of SAD. The primer provides practical information on what SAD is\, how it works\, where it used and case studies. Do you need funding for your state\, city\, county\, township\, and tribe? Do you know which revenue tools are available to fund improved services and capital expenditures in your community? Do you need infrastructure to accommodate your communities’ anticipated growth? Do you need assistance in implementing Value Capture Special Assessment.? Come to the Value Capture Virtual Peer Exchanges on August 25\,2021 at 1:00PM-3:00PM ET to learn from peer experts on opportunities and challenges of implementing Value Capture Special Assessment techniques. There is no cost to participate but space is limited. You must register to reserve your connection/space.
