SUMMARY:Value Capture Strategies: Making the Business and Economic Case —A Primer
DESCRIPTION:Value Capture Strategies: Making the Business and Economic Case —A PrimerWednesday\, October 6\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nREGISTER HERE https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303246987&_charset_=utf-8\nThe Value Capture Business Case describes how governments set the policy\, goals\, objectives\, and key performance indicators that form the basis of the policy case for a project. These are linked to the business case for a value capture technique through the allocation of costs and risks. This chapter explains how policy makers at the State and local level can achieve alignment of their policy objectives with the business and financial case for value capture techniques. It also discusses how this process can be enhanced through involving stakeholders in the planning process. Making the business and economic case for value capture to generate new funding for transportation infrastructure projects and programs is ultimately about establishing a clear and direct nexus between the transportation projects and real estate developments that emerge or benefit from transportation project investments. To maximize VC monetization potential\, an effective VC strategy is to start early during project planning and public involvement phases and well in advance of right-of-way acquisition and project procurement. Making the VC business case is also about developing a strategy to strengthen and preserve the VC negotiating leverage with developers early in the planning stage FHWA will roll out the Value Capture Strategies: Making the Business and Economic Case —A Primer designed to demonstrate how local and regional agencies tasked with providing infrastructure can make the business and economic (B/E) case for using one or more VC techniques to address increasing funding challenges. The objective is to build capacity of understanding Value Capture Strategies\, for consideration and implementation of revenue options\, and value capture tools as part of a mix of funding and financing strategies in long-range plans. The webinar features experts discussing best practices and reviewing case studies for building the case for value capture. Registration is free but is limited\, register now to reserve your space!

SUMMARY:Value Capture Strategies: Risk Assessment – The Primer
DESCRIPTION:Value Capture Strategies: Risk Assessment – The PrimerWednesday\, September 15\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nREGISTER HERE https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303246898&_charset_=utf-8\nValue capture is a set of powerful funding tools that is gaining in popularity to supplement traditional funding sources. Transportation systems are essential in enhancing the productivity and quality of life in the United States. Funding for streets\, highways\, and transit is provided by the joint efforts of federal\, state\, and local governments; taxation and user fees are the primary revenue sources\, along with supplemental methods including loans\, bonds\, public-private partnerships\, and concessions. All of the Value Capture strategies involved some degree of financial risks that they rely on large enough increment property value being create to provide adequate revenue. Thus\, policies that rely on up-front payments from developers for the provision of new infrastructure generally tend to transfer risk to developers. This might include policies related to development impact fees\, negotiated exactions\, and certain types of special assessment districts. The charges are borne as costs by developers\, who must then rely on sufficient demand for new development to recover the associated costs. If population growth\, economic growth\, or other factors that affect the demand for housing or commercial development fall short of expectations\, the developer will be unable to recover the costs of infrastructure provision and will likely incur a financial loss. FHWA has recently developed a Value Capture Risk Assessment Primer designed to provide risks information to transportation agencies that have implemented or are considering the implement of Value Capture strategies. In pursuing these tools\, public agencies should plan for anticipate risks when planning (project delays\, project scope changes\, economic downturns\, higher than expected costs) but may need to provide additional guarantees to further attract investors and be flexible with the project timeline. Feature experts share their experiences in assessing risks in their Value Capture program. Come to the Value Capture Virtual Peer Exchanges on September 15\,2021 at 1:00PM-3:00PM ET to learn from peer experts on opportunities and challenges of implementing Value Capture Risk Assessment techniques. There is no cost to participate but space is limited. You must register to reserve your connection/space. https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_registration.html?sco-id=1303221586

SUMMARY:Value Capture Strategies: Special Assessment Districts – The Primer
DESCRIPTION:Value Capture Strategies: Special Assessment Districts – The PrimerWednesday\, August 25\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nREGISTER HERE https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303246898&_charset_=utf-8\nAs the Federal funding for surface transportation has declined or is diminished\, our infrastructure assets have reached the end of their useful lives. Adding to complexity is the state and local pressure to fund emerging needs such as “Smart City” initiatives to leverage new technologies and the complete street initiative to ensure safety to all mobility modes (walk\, bike\, scooter\, street car\, automobile\, etc.). The need for transportation improvements has far outpaced the available funding sources. Think about the Value Capture Special Assessment Technique!! Special Assessments can serve as gap funding for public road improvement projects. The technique can also be used to leverage federal and state grants\, attract private capital\, provide access to federal low interest rate loans\, and can seed funding to get the project off the ground. One of the powerful Value Capture techniques is a special assessment district and every state offers at least one type of Special Assessment funding & financing to its communities. It is a proven\, effective technique for funding improvements that directly benefits property owners and enhances property values in the special assessment district. Local jurisdictions may create special assessment districts around transportation infrastructure to share the cost from beneficiaries. They can be new fees or assessment on property owners within those areas to share transportation infrastructure investment. The assessment can be based on property value\, or sales\, special business fees\, or other measures of value\, and can last for a fixed duration of time. SADs generate revenue from both existing and future developments.\nFHWA has recently developed a Value Capture strategies: Special Assessment District (SAD) Primer – The Primer designed to provide information to state and local transportation agencies that have used or are considering the use of SAD. The primer provides practical information on what SAD is\, how it works\, where it used and case studies. Do you need funding for your state\, city\, county\, township\, and tribe? Do you know which revenue tools are available to fund improved services and capital expenditures in your community? Do you need infrastructure to accommodate your communities’ anticipated growth? Do you need assistance in implementing Value Capture Special Assessment.? Come to the Value Capture Virtual Peer Exchanges on August 25\,2021 at 1:00PM-3:00PM ET to learn from peer experts on opportunities and challenges of implementing Value Capture Special Assessment techniques. There is no cost to participate but space is limited. You must register to reserve your connection/space.

SUMMARY:Value Capture Strategies: Transportation Reinvestment Zones – The Primer
DESCRIPTION:Value Capture Strategies: Transportation Reinvestment Zones – The PrimerWednesday\, July 14\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nREGISTER HERE https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303211912&_charset_=utf-8\nTransportation Reinvestment Zones (TRZs) are a funding mechanism first established by the 80th Texas Legislature in 2007 as a Value Capture strategy that capture and leverage the economic growth that results from a transportation project. A TRZ allows a city or county to designate a geographic area around a proposed transportation project and capture the incremental property tax and/or sales tax revenue generated in the area for use in funding the development of that project. A TRZ is not a tax increase—it merely allows for the dedication of all or a portion of the incremental increase in tax revenues generated within the boundaries of the TRZ to support the funding of the project which influenced the growth in tax revenues. FHWA will roll out the Transportation Reinvestment Zones – The Primer designed to provide information to state and local authorities looking for new and innovative funding sources to help pay urban\, suburban\, and rural public roads as well as spur economic development and redevelopment. Do you know which economic development tools are available to fund transportation infrastructure projects to attract new development or retain businesses to your community? Do you need infrastructure to accommodate your communities’ anticipated growth or assistance in implementing Incremental Growth Techniques?\nCome to the Value Capture Strategies webinar on July 14\, 2021 to learn how TRZ can help your state and local authorities. Registration is free but is limited\, register now! to reserve your space. \nTargeted Audience \nThe webinar series is intended for professionals from States\, cities\, counties\, Tribes\, and metropolitan and rural transportation agencies looking for innovative funding and financial strategies to pay for transportation projects. This would include professionals involved with directing and managing aspects of highway-related programs and projects\, such as planning\, environment\, project development\, design\, construction\, operations\, maintenance\, and finance. \nAdditional Information \nSince 2019\, at least 33 cities have implemented Value Capture techniques to fund new street infrastructure capital\, maintenance\, and preservation projects that can accommodate growth\, support successful economic development/redevelopment\, and create jobs and economic growth. \nFor additional information\, please contact: \n * Thay Bishop\, FHWA Center Innovative Finance Support\, 404-562-3695\, thay.bishop@dot.gov mailto:thay.bishop@dot.gov\n * Stefan Natzke\, FHWA National Systems and Economic Development\, 202-366-5010\, Stefan.Natzke@dot.gov mailto:Stefan.Natzke@dot.gov \nResources: Available Now \n * Consult the Value Capture Implementation Manual for information applicable to all Value Capture strategies of roadway projects.\n * See the FHWA’s Value Capture website for case studies\, best practices\, lessons learned\, FAQs\, and resources.\n * Watch a short video https://www.fhwa.dot.gov/ipd/value_capture/capacity_building/hot_topics_spotlights.aspx on how Value Capture optimizes agency resources.

SUMMARY:Lunchtime Tech Talk! WEBINAR: Automating the Traffic Signal Performance Measures for NJDOT Adaptive Traffic Signal Control Systems
DESCRIPTION:Join the NJDOT Bureau of Research for this Lunchtime Tech Talk! Webinar on Automating the Traffic Signal Performance Measures for NJDOT Adaptive Traffic Signal Control Systems on June 29th\, 2021.\nTraffic signal performance measurement and visualization provide insights as operational tools to help transportation agencies get more benefits from infrastructure investment. Traditionally\, transportation professionals periodically measure the performance of traffic signal systems and adjust the signal phases and timing to ensure appropriate level of service (LOS) over the changing travel demand patterns. However\, this process is often done through time-consuming and costly projects every few years. \nPromoted under the FHWA’s Every Day Counts program\, Automated Traffic Signal Performance Measure (ATSPM) systems provide a means to proactively manage problems on a signalized roadway on a daily basis. However\, the deployment of ATSPM requires systematic upgrading to high-resolution controllers and needs special configurations at each signal cabinet. \nRecent and ongoing research funded by NJDOT has sought to identify and develop toolboxes\, guidelines\, and deployment strategies to implement ATSPM with the existing NJDOT Adaptive Traffic Signal Control (ATSC) systems. By connecting to existing centralized signal event and detector logs of ATSC at the NJDOT Arterial Management Center\, the developed NJDOT RT-ATSPM (Realtime-ATSPM) platform will provide all the performance metrics in the original ATSPM without the costly controller upgrading and cabinet-by-cabinet configurations. \nIn this Lunchtime Tech Talk webinar\, Peter Jin\, PhD from Rutgers-CAIT and Thomas Brennan\, PhD from The College of New Jersey will join with Kelly McVeigh\, PE from NJDOT’s Mobility Engineering to discuss the details of the ATSC-to-ATSPM event translators developed\, advance detector data reconstruction from Autoscope video\, guidelines and deployment strategies of the proposed RT-ATSPM platform. \nThe event is free\, but registration is required to receive the URL link to the webinar. NJ AICP and PE credits are available\, but you must be registered for the event. \nREGISTER HERE https://rutgers.webex.com/rutgers/onstage/g.php?MTID=ea46dce56406d6caa3fb40110052881a1

SUMMARY:Sustainable and Emerging Transportation Technology Conference 2021
DESCRIPTION:Convened by Transportation Research Board\nSupported by Federal Highway Administration and American Association of State Highway Transportation Officials \nSponsored by Standing Committee on Effects of Information and Communication Technologies (ICT) on Travel Choices (AEP35) \nTransportation technologies (e.g.\, connected\, and automated vehicles) and new approaches to mobility (e.g.\, shared services) are advancing so rapidly that it can be difficult for policy makers to frame incentives\, regulations\, and market signals to promote all three pillars of sustainability: equity\, the environment\, and the economy. The Sustainability and Emerging Transportation Technology (SETT) Conference will address questions around how academics\, policymakers\, the private sector\, NGOs\, and others can work together to shape new mobility solutions to benefit all users of our transportation systems. \nThe SETT 2021 conference will bring together researchers\, practitioners\, and policymakers to discuss and debate the intersection of sustainability and emerging transportation technologies with a focus on solutions. As these terms are often used quite broadly\, we define them here: \nSustainability takes a holistic view of the “triple-bottom-line”\, such as environmental\, economic\, and social factors. Technology should not create more problems than it solves\, particularly with regards to social equity (i.e.\, accessibility\, inclusiveness\, safety\, and security)\, economic efficiency (i.e.\, cost-effective and within people’s ability and willingness to pay) or environmental stewardship (i.e.\, reduced carbon pollution\, and improved water and air quality). \nEmerging transportation technologies are those in early stages of adoption\, deployed as “pilots\,” or expected to come to market in the near-term. Examples include new mobility services (e.g.\, ridesharing\, e-scooters)\, digital technologies (e.g.\, ride hailing apps\, dynamic pricing\, shared data exchanges\, and payment platforms)\, connected and automated vehicles\, transportation electrification\, and autonomous goods delivery services (e.g.\, rolling robots\, drones). \nOnline forums were held fall 2020. \nAn in-person event is planned for June 29-July 1\, 2021 in Irvine\, California.
