Transportation systems are essential in enhancing the productivity and quality of life in the United States. Funding for streets\, highways\, and transit is provided by the joint efforts of federal\, state\, and local governments; taxation and user fees are the primary revenue sources\, along with supplemental methods including loans\, bonds\, public-private partnerships\, and concessions. All of the Value Capture strategies involved some degree of financial risks that they rely on large enough increment property value being create to provide adequate revenue. Thus\, policies that rely on up-front payments from developers for the provision of new infrastructure generally tend to transfer risk to developers. This might include policies related to development impact fees\, negotiated exactions\, and certain types of special assessment districts. The charges are borne as costs by developers\, who must then rely on sufficient demand for new development to recover the associated costs. If population growth\, economic growth\, or other factors that affect the demand for housing or commercial development fall short of expectations\, the developer will be unable to recover the costs of infrastructure provision and will likely incur a financial loss. FHWA has recently developed a Value Capture Risk Assessment Primer designed to provide risks information to transportation agencies that have implemented or are considering the implement of Value Capture strategies. In pursuing these tools\, public agencies should plan for anticipate risks when planning (project delays\, project scope changes\, economic downturns\, higher than expected costs) but may need to provide additional guarantees to further attract investors and be flexible with the project timeline. Adding to complexity is the state and local pressure to fund emerging needs such as “Smart City” initiatives to leverage new technologies and the complete street initiative to ensure safety to all mobility modes (walk\, bike\, scooter\, street car\, automobile\, etc.). The need for transportation improvements has far outpaced the available funding sources. Think about the Value Capture Special Assessment Technique!! Special Assessments can serve as gap funding for public road improvement projects. The technique can also be used to leverage federal and state grants\, attract private capital\, provide access to federal low interest rate loans\, and can seed funding to get the project off the ground. One of the powerful Value Capture techniques is a special assessment district and every state offers at least one type of Special Assessment funding & financing to its communities. It is a proven\, effective technique for funding improvements that directly benefits property owners and enhances property values in the special assessment district. Local jurisdictions may create special assessment districts around transportation infrastructure to share the cost from beneficiaries. They can be new fees or assessment on property owners within those areas to share transportation infrastructure investment. The assessment can be based on property value\, or sales\, special business fees\, or other measures of value\, and can last for a fixed duration of time. SADs generate revenue from both existing and future developments.\nFHWA has recently developed a Value Capture strategies: Special Assessment District (SAD) Primer – The Primer designed to provide information to state and local transportation agencies that have used or are considering the use of SAD. The primer provides practical information on what SAD is\, how it works\, where it used and case studies. Do you need funding for your state\, city\, county\, township\, and tribe? Costs often covered include roads\, utilities and public facilities. The goal is to have each new development share of the costs of off-site capital facilities needed to serve the new development—to help growth pay for itself and reduce the financial burden on the existing community. Traditionally\, transportation professionals periodically measure the performance of traffic signal systems and adjust the signal phases and timing to ensure appropriate level of service (LOS) over the changing travel demand patterns. However\, this process is often done through time-consuming and costly projects every few years. \nPromoted under the FHWA’s Every Day Counts program\, Automated Traffic Signal Performance Measure (ATSPM) systems provide a means to proactively manage problems on a signalized roadway on a daily basis. However\, the deployment of ATSPM requires systematic upgrading to high-resolution controllers and needs special configurations at each signal cabinet. \nRecent and ongoing research funded by NJDOT has sought to identify and develop toolboxes\, guidelines\, and deployment strategies to implement ATSPM with the existing NJDOT Adaptive Traffic Signal Control (ATSC) systems. The Sustainability and Emerging Transportation Technology (SETT) Conference will address questions around how academics\, policymakers\, the private sector\, NGOs\, and others can work together to shape new mobility solutions to benefit all users of our transportation systems. \nThe SETT 2021 conference will bring together researchers\, practitioners\, and policymakers to discuss and debate the intersection of sustainability and emerging transportation technologies with a focus on solutions. As these terms are often used quite broadly\, we define them here: \nSustainability takes a holistic view of the “triple-bottom-line”\, such as environmental\, economic\, and social factors. Technology should not create more problems than it solves\, particularly with regards to social equity (i.e.\, accessibility\, inclusiveness\, safety\, and security)\, economic efficiency (i.e.\, cost-effective and within people’s ability and willingness to pay) or environmental stewardship (i.e.\, reduced carbon pollution\, and improved water and air quality). \nEmerging transportation technologies are those in early stages of adoption\, deployed as “pilots\,” or expected to come to market in the near-term. This is accomplished by pledging a portion of the increased property or sales taxes (increment) generated by new development to finance costs related to the development such as public infrastructure\, land acquisition\, demolition\, and planning. Through its use under Redevelopment\, tax increment financing was critical to building infrastructure\, revitalizing communities\, growing jobs\, and aiding the development of affordable housing. The improvements serve a specified area known as a TIF District. TIF Districts have proven that TIF leverages additional private investment that builds and renovates the housing\, commercial\, and retail space needed to grow jobs and the economy. FHWA has recently developed a Tax Increment Financing – The Primer designed to provide information to staff at the development authorities that have TIF districts or are considering the use of TIF. DESCRIPTION:Value Capture strategies can leverage private investment without dependence on municipal financing including leverage contributions from private investors in economic development and redevelopment to achieve economic\, social\, environmental benefits\, and meet the local objectives. Value Capture strategies used could be special assessments\, tax increment financing\, and development impact fees\, as well as negotiated approaches such as developer contributions\, air rights\, and joint development agreements. Value Capture revenues can be used for capital and operating costs\, or in support of innovative delivery methods\, such as public-private partnership (PPP) structures where private investors will expect a return. A partnership is most successful when it creates value for all partners. Value Capture offers a way forward as a means to simultaneously grow the internal and external rates of returns of investments. Public–private partnerships (P3s) are contractual agreements between a public agency and a private entity that allow for greater private participation in the delivery of transportation projects.
