SUMMARY:Value Capture Strategies: Developer Impact Fees -The Primer
DESCRIPTION:Value Capture Strategies: Developer Impact Fees -The PrimerWednesday\, August 4\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nREGISTER HERE https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303221477&_charset_=utf-8\nValue Capture Strategy: Developer Impact Fees (DIF) also known as a Street Impact Fees\, Transportation Impact Fees\, or System Development Charges\, is one-time fee assessed by local government to developers to share of the new or expanded infrastructure costs to the community that will directly address the increased demand for services created by that development. Costs often covered include roads\, utilities and public facilities. The goal is to have each new development share of the costs of off-site capital facilities needed to serve the new development—to help growth pay for itself and reduce the financial burden on the existing community. FHWA has recently developed a Developer Impact Fees – The Primer designed to provide information to transportation agencies that have DIF or are considering the use of DIF. The primer provides a practical information on what DIF is\, how it works\, where it used and case studies.\nState and local (city\, county\, township\, & tribe) transportation professionals are invited to a Value Capture Strategies: Developer Impact Fees-The Primer webinar on August 4\, 2021\, from 1:00 PM to 3:00 PM ET. The program will feature experts from leading state and local authorities sharing their Developer Impact Fees program including the processes\, requirements\, accounting & administration\, and much more. Participants have an opportunity interact with peer experts to gain an in-depth understanding the benefits and applicability of Developer Impact Fees. There is no cost to participate but the space is limited. You must register to reserve your connection/space. \nTargeted Audience \nThe webinar series is intended for professionals from States\, cities\, counties\, Tribes\, and metropolitan and rural transportation agencies looking for innovative funding and financial strategies to pay for transportation projects. This would include professionals involved with directing and managing aspects of highway-related programs and projects\, such as planning\, environment\, project development\, design\, construction\, operations\, maintenance\, and finance. \nAdditional Information \nSince 2019\, at least 33 cities have implemented Value Capture techniques to fund new street infrastructure capital\, maintenance\, and preservation projects that can accommodate growth\, support successful economic development/redevelopment\, and create jobs and economic growth. \nFor additional information\, please contact: \n * Thay Bishop\, FHWA Center Innovative Finance Support\, 404-562-3695\, thay.bishop@dot.gov mailto:thay.bishop@dot.gov\n * Stefan Natzke\, FHWA National Systems and Economic Development\, 202-366-5010\, Stefan.Natzke@dot.gov mailto:Stefan.Natzke@dot.gov \nResources: Available Now \n * Consult the Value Capture Implementation Manual for information applicable to all Value Capture strategies of roadway projects.\n * See the FHWA’s Value Capture website for case studies\, best practices\, lessons learned\, FAQs\, and resources.\n * Watch a short video https://www.fhwa.dot.gov/ipd/value_capture/capacity_building/hot_topics_spotlights.aspx on how Value Capture optimizes agency resources.

SUMMARY:Value Capture Strategies: Transportation Reinvestment Zones – The Primer
DESCRIPTION:Value Capture Strategies: Transportation Reinvestment Zones – The PrimerWednesday\, July 14\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nREGISTER HERE https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303211912&_charset_=utf-8\nTransportation Reinvestment Zones (TRZs) are a funding mechanism first established by the 80th Texas Legislature in 2007 as a Value Capture strategy that capture and leverage the economic growth that results from a transportation project. A TRZ allows a city or county to designate a geographic area around a proposed transportation project and capture the incremental property tax and/or sales tax revenue generated in the area for use in funding the development of that project. A TRZ is not a tax increase—it merely allows for the dedication of all or a portion of the incremental increase in tax revenues generated within the boundaries of the TRZ to support the funding of the project which influenced the growth in tax revenues. FHWA will roll out the Transportation Reinvestment Zones – The Primer designed to provide information to state and local authorities looking for new and innovative funding sources to help pay urban\, suburban\, and rural public roads as well as spur economic development and redevelopment. Do you know which economic development tools are available to fund transportation infrastructure projects to attract new development or retain businesses to your community? Do you need infrastructure to accommodate your communities’ anticipated growth or assistance in implementing Incremental Growth Techniques?\nCome to the Value Capture Strategies webinar on July 14\, 2021 to learn how TRZ can help your state and local authorities. Registration is free but is limited\, register now! to reserve your space. \nTargeted Audience \nThe webinar series is intended for professionals from States\, cities\, counties\, Tribes\, and metropolitan and rural transportation agencies looking for innovative funding and financial strategies to pay for transportation projects. SUMMARY:Lunchtime Tech Talk! WEBINAR: Automating the Traffic Signal Performance Measures for NJDOT Adaptive Traffic Signal Control Systems
DESCRIPTION:Join the NJDOT Bureau of Research for this Lunchtime Tech Talk! Webinar on Automating the Traffic Signal Performance Measures for NJDOT Adaptive Traffic Signal Control Systems on June 29th\, 2021.\nTraffic signal performance measurement and visualization provide insights as operational tools to help transportation agencies get more benefits from infrastructure investment. Traditionally\, transportation professionals periodically measure the performance of traffic signal systems and adjust the signal phases and timing to ensure appropriate level of service (LOS) over the changing travel demand patterns. However\, this process is often done through time-consuming and costly projects every few years. \nPromoted under the FHWA’s Every Day Counts program\, Automated Traffic Signal Performance Measure (ATSPM) systems provide a means to proactively manage problems on a signalized roadway on a daily basis. However\, the deployment of ATSPM requires systematic upgrading to high-resolution controllers and needs special configurations at each signal cabinet. \nRecent and ongoing research funded by NJDOT has sought to identify and develop toolboxes\, guidelines\, and deployment strategies to implement ATSPM with the existing NJDOT Adaptive Traffic Signal Control (ATSC) systems. By connecting to existing centralized signal event and detector logs of ATSC at the NJDOT Arterial Management Center\, the developed NJDOT RT-ATSPM (Realtime-ATSPM) platform will provide all the performance metrics in the original ATSPM without the costly controller upgrading and cabinet-by-cabinet configurations. \nIn this Lunchtime Tech Talk webinar\, Peter Jin\, PhD from Rutgers-CAIT and Thomas Brennan\, PhD from The College of New Jersey will join with Kelly McVeigh\, PE from NJDOT’s Mobility Engineering to discuss the details of the ATSC-to-ATSPM event translators developed\, advance detector data reconstruction from Autoscope video\, guidelines and deployment strategies of the proposed RT-ATSPM platform. \nThe event is free\, but registration is required to receive the URL link to the webinar. NJ AICP and PE credits are available\, but you must be registered for the event. \nREGISTER HERE https://rutgers.webex.com/rutgers/onstage/g.php?MTID=ea46dce56406d6caa3fb40110052881a1

SUMMARY:Sustainable and Emerging Transportation Technology Conference 2021
DESCRIPTION:Convened by Transportation Research Board\nSupported by Federal Highway Administration and American Association of State Highway Transportation Officials \nSponsored by Standing Committee on Effects of Information and Communication Technologies (ICT) on Travel Choices (AEP35) \nTransportation technologies (e.g.\, connected\, and automated vehicles) and new approaches to mobility (e.g.\, shared services) are advancing so rapidly that it can be difficult for policy makers to frame incentives\, regulations\, and market signals to promote all three pillars of sustainability: equity\, the environment\, and the economy. The Sustainability and Emerging Transportation Technology (SETT) Conference will address questions around how academics\, policymakers\, the private sector\, NGOs\, and others can work together to shape new mobility solutions to benefit all users of our transportation systems. \nThe SETT 2021 conference will bring together researchers\, practitioners\, and policymakers to discuss and debate the intersection of sustainability and emerging transportation technologies with a focus on solutions. As these terms are often used quite broadly\, we define them here: \nSustainability takes a holistic view of the “triple-bottom-line”\, such as environmental\, economic\, and social factors. Technology should not create more problems than it solves\, particularly with regards to social equity (i.e.\, accessibility\, inclusiveness\, safety\, and security)\, economic efficiency (i.e.\, cost-effective and within people’s ability and willingness to pay) or environmental stewardship (i.e.\, reduced carbon pollution\, and improved water and air quality). \nEmerging transportation technologies are those in early stages of adoption\, deployed as “pilots\,” or expected to come to market in the near-term. Examples include new mobility services (e.g.\, ridesharing\, e-scooters)\, digital technologies (e.g.\, ride hailing apps\, dynamic pricing\, shared data exchanges\, and payment platforms)\, connected and automated vehicles\, transportation electrification\, and autonomous goods delivery services (e.g.\, rolling robots\, drones). \nOnline forums were held fall 2020. \nAn in-person event is planned for June 29-July 1\, 2021 in Irvine\, California.

SUMMARY:Value Capture Strategies: Tax Increment Financing – The Primer
DESCRIPTION:Value Capture Strategies: Tax Increment Financing – The PrimerWednesday\, June 16\, 2021 1:00:00 PM EDT – 3:00:00 PM EDT\nRegister Here: https://connectdotcqpub1.connectsolutions.com/content/connect/c1/7/en/events/event/shared/1112389207/event_landing.html?connect-session=breezbreezy3f48xtv2khrkri9&sco-id=1303230821&_charset_=utf-8\nValue Capture Strategy: Tax Increment Financing (TIF)\, also known as a Tax Allocation District (TAD)\, Tax Increment Reinvestment Zones (TIRZ)\, Redevelopment Agency (RDA)\, or District Improvement Financing (DIF)\, is a revenue source that allows infrastructure projects to be funded and/or financed without competing against existing projects and programs and without raising taxes. This is accomplished by pledging a portion of the increased property or sales taxes (increment) generated by new development to finance costs related to the development such as public infrastructure\, land acquisition\, demolition\, and planning. Through its use under Redevelopment\, tax increment financing was critical to building infrastructure\, revitalizing communities\, growing jobs\, and aiding the development of affordable housing. The improvements serve a specified area known as a TIF District. TIF Districts have proven that TIF leverages additional private investment that builds and renovates the housing\, commercial\, and retail space needed to grow jobs and the economy. FHWA has recently developed a Tax Increment Financing – The Primer designed to provide information to staff at the development authorities that have TIF districts or are considering the use of TIF. The primer provides practical information on what TIF is and examples of how municipalities use them. Does your community need funding for transportation infrastructure or other public improvements? Tax Increment Financing\, or “TIF\,” is a financing method used to help fund infrastructure that will catalyze economic development and recover or grow jobs. It uses anticipated future increases in tax revenues to generate incremental tax revenues from a specific development project or projects across a designated district to help pay for current costs associated with development. To learn more about TIF as it might be a useful tool for your state and local authorities. \nTargeted Audience \nThe webinar series is intended for professionals from States\, cities\, counties\, Tribes\, and metropolitan and rural transportation agencies looking for innovative funding and financial strategies to pay for transportation projects. This would include professionals involved with directing and managing aspects of highway-related programs and projects\, such as planning\, environment\, project development\, design\, construction\, operations\, maintenance\, and finance. \nAdditional Information \nSince 2019\, at least 33 cities have implemented Value Capture techniques to fund new street infrastructure capital\, maintenance\, and preservation projects that can accommodate growth\, support successful economic development/redevelopment\, and create jobs and economic growth. \nFor additional information\, please contact: \n * Thay Bishop\, FHWA Center Innovative Finance Support\, 404-562-3695\, thay.bishop@dot.gov mailto:thay.bishop@dot.gov\n * Stefan Natzke\, FHWA National Systems and Economic Development\, 202-366-5010\, Stefan.Natzke@dot.gov mailto:Stefan.Natzke@dot.gov \nResources: Available Now \n * Consult the Value Capture Implementation Manual for information applicable to all Value Capture strategies of roadway projects.\n * See the FHWA’s Value Capture website for case studies\, best practices\, lessons learned\, FAQs\, and resources.\n * Watch a short video https://www.fhwa.dot.gov/ipd/value_capture/capacity_building/hot_topics_spotlights.aspx on how Value Capture optimizes agency resources.

SUMMARY:FHWA Value Capture Strategies Webinar: Value Capture Strategies and Project Delivery: Public-Private Partnerships
DESCRIPTION:Value Capture strategies can leverage private investment without dependence on municipal financing including leverage contributions from private investors in economic development and redevelopment to achieve economic\, social\, environmental benefits\, and meet the local objectives. Value Capture strategies used could be special assessments\, tax increment financing\, and development impact fees\, as well as negotiated approaches such as developer contributions\, air rights\, and joint development agreements. Value Capture revenues can be used for capital and operating costs\, or in support of innovative delivery methods\, such as public-private partnership (PPP) structures where private investors will expect a return. A partnership is most successful when it creates value for all partners. Value Capture offers a way forward as a means to simultaneously grow the internal and external rates of returns of investments. Public–private partnerships (P3s) are contractual agreements between a public agency and a private entity that allow for greater private participation in the delivery of transportation projects. Typically\, this participation involves the private sector taking on additional project risks\, such as design\, finance\, long-term operation\, and traffic revenue. P3s are applicable across all sectors of municipal services such as transportations\, economic developments\, utilities\, health care\, educations\, and municipal facilities. The webinar features experts discussing their best practices and reviewing case studies of value capture (VC) and public-private partnerships (P3s) in transportation funding and project delivery. The CIP is can be a vital part of the local government’s comprehensive plan. It facilitates coordination within and between jurisdictions\, which minimizes cascade failure risks and optimizes life cycle cost management. Most states mandate that a CIP\, approved by the governing body\, be in place before Value Capture impact fees\, assessments\, and tax incremental finance revenue techniques can be imposed. These are powerful funding techniques that can help address funding gaps. Agencies that implement Value Capture Strategies will optimize funding sources\, accelerate project delivery\, save time and money\, and keep crucial transportation infrastructure assets in good condition.\nThe webinar features experts from states and local authorities who share their practical experiences in implementing Value Capture Strategies. SUMMARY:FHWA EDC-5 Webinar: Have you Considered the Humble Rumble?
DESCRIPTION:Description: Rural roadway departures make up a third of U.S. traffic fatalities—about 30 people a day. The Every Day Counts Round Five (EDC-5) initiative\, Focus on Reducing Rural Roadway Departures (FoRRRwD)\, features four pillars: Addressing All Public Roads\, Systemic Approach\, Safety Action Plans\, and Proven Countermeasures. Rumble strips are a low-cost safety countermeasure that can reduce single-vehicle run-off-road and cross-center line crashes. Rumble strips\, whether center line\, edge line\, or shoulder\, alert inattentive or drowsy motorists whose vehicles have drifted out of their travel lane.Target Audience: State\, local\, and tribal agencies – come and learn how several agencies have used the four pillars of FoRRRwD to implement this countermeasure to keep vehicles in their lanes\, and how you can do the same.\nPresenters and Topics:\n * Logan Beise\, North Dakota DOT and Jason Benson\, Cass County\, ND\, will discuss North Dakota DOT’s implementation of rumbles and present a county perspective of the same. ·\n * David Swenka and Katrina Kloberdanz\, Colorado DOT will provide an overview of the Colorado experience with rumbles. ·\n * Maria Silver\, Macomb County\, Michigan will talk about her County’s centerline “mumble” strip installation project.\nRegistration: Participants must register in advance at https://connectdot.connectsolutions.com/expiz70ocda5/event/registration.html https://nam02.safelinks.protection.outlook.com/?url=https:%2F%2Fconnectdot.connectsolutions.com%2Fexpiz70ocda5%2Fevent%2Fregistration.html&data=04%7C01%7Cdavid.aimen%40ejb.rutgers.edu%7C78205414ba8448c3cd5f08d90a3a9c90%7Cb92d2b234d35447093ff69aca6632ffe%7C1%7C0%7C637552069146639417%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=Tri%2BmmEm7hK9bcwP05K807OV9bn%2FOjNDK7xicvCUQ3A%3D&reserved=0 Space is limited.
