SUMMARY:Repurposing Underutilized Properties to Encourage Economic Growth
DESCRIPTION:The Together North Jersey Competitiveness Task Force is sponsoring its second workshop exploring strategies for repurposing vacant and underutilized properties on June 14. This workshop will concentrate on finding new uses for smaller sites\, such as strip retail centers\, brownfields\, old industrial buildings and commercial buildings. The first workshop in this series\, held January 17\, focused on repurposing larger sites\, such as old railyards\, larger brownfields and suburban office complexes. Repurposing underutilized sites is a strategy for supporting economic growth in many of North Jersey’s communities\, particularly those that have struggled to adapt to New Jersey’s post-industrial economy. These sites are often vacant or poorly maintained and can impede efforts to improve and redevelop a community. This workshop will consider strategies for reusing these once-productive properties that have characteristics preventing their easy reuse in a changing economy. SUMMARY:Climate Change and Flood Insurance
DESCRIPTION:The sixth in an ongoing “Climate Adaptation Forum” series held three times per year.\nFlooding causes tremendous social and economic disruption to communities\, and recovery can be very costly. The National Flood Insurance Program (NFIP) was created in 1968 in to identify and reduce overall flood risk\, and provide affordable flood insurance. Almost all municipalities in the DVRPC region participate in the NFIP. However\, due to catastrophic storms in recent years\, such as hurricanes Katrina\, Sandy and Harvey\, insurance claims have vastly outstripped the premiums collected by the NFIP. As a result\, the program has borrowed almost $30 billion from the US Treasury that it cannot afford to repay. Furthermore\, climate change is projected to increase flood risk\, due to both sea level rise and more intense precipitation events. \nAgainst this backdrop\, this Climate Adaptation Forum will explore the structure of the NFIP\, which has been overdue for re-authorization since 2017\, and discuss policies under active consideration to restructure the program to appropriately assign responsibility for risk\, support vulnerable communities\, and enhance long-term resiliency. The tradeoffs involved are complex. However\, they must be addressed\, as the program continues to operate in a deficit and the value of assets exposed to risk from flooding is only expected to grow. \nThis will be an interactive workshop\, with plenty of time for discussion and questions. \nThe panelists include: \nCarolyn Kousky\, Ph.D.\, Director for Policy Research and Engagement at the Wharton Risk Management and Decision Processes Center at the University of Pennsylvania. \nRichard J. ASCT\, in combination with well-engineered signal timing\, allows for faster responses to traffic conditions. This means that there is improved traffic flow and less unnecessary delay. ASCT is one of the Federal Highway Administration’s Every Day Counts initiatives. Mr. Kingsland will highlight recent NJDOT project work where ASCT has been successfully deployed.

ASCT\, in combination with well-engineered signal timing\, allows for faster responses to traffic conditions. This means that there is improved traffic flow and less unnecessary delay. ASCT is one of the Federal Highway Administration’s Every Day Counts initiatives.
