ROSA P serves as an archival repository of USDOT-published products including scientific findings, journal articles, guidelines, recommendations, or other information authored or co-authored by USDOT or funded partners. As a repository, ROSA P retains documents in their original published format to ensure public access to scientific information.

Proposals and responses should evidence strong capabilities gained through extensive successful experience in relevant problem areas. Any agency interested in submitting a proposal or response should first make a frank, thorough self-appraisal to determine whether or not it possesses the capability and experience necessary to ensure successful completion of the project.
