According to Federal Highway Administration (FHWA) Order 5520, resilience or resiliency is the ability to anticipate, prepare for, and adapt to changing conditions and withstand, respond to, and recover rapidly from disruptions. Climate change and extreme weather events present significant and growing risks to the safety, reliability, effectiveness, and sustainability of the Nation’s transportation infrastructure. Climate stressor items that impact pavement systems include temperature, precipitation, droughts, floods, wildfires, arctic changes, and sea level rise. The resilience of transportation infrastructure to climate change impacts has taken on a new urgency as agencies strive for a more sustainable transportation system.
